bundler, no dependencies. Access is enforced in the database with
row-level security and region isolation.
The detail that shapes the whole application: PostgREST reports an
update refused by row-level security as a success with zero rows, which
is indistinguishable from an update that matched nothing. Every mutation
has to check the row count and treat zero as a refusal.
